[Bug 223196] Western Australia will have daylight savings start December 3rd

Fixes for SLES9, SLES10, SLES8, 10.0 and 9.3 submitted. Unfortunately I don't
have time anymore to testbuild and verify the fixes, but the risk of mistake is
hopefully rather low, except perhaps for 10.0 and especially 9.3 where the
timezone updates weren't so consistent (9.3 received NO timezone update since
release). I will set up a test build for 9.3 now but I can't promise to be able
to check it before the Czech office loses connectivity tomorrow; it'll be
running on mozart.
