I think that the kernel simply cannot know this, since if the CPU is taken
down, most of the associated data structures are freed. There is simply no
place to memorize the state before offlining the CPU.

And remember, when dealing with real, physical CPU hotplug, it does not even
have to be the same CPU that is brought up again with the same number, it could
be a different model with different characteristics.

This is why it is initialized and booted cold, and there is IMO no sane way to
reset the governor from the kernel.
