[Bug 219296] logdigest sends attachment instead of info inline

After reading https://bugzilla.novell.com/show_bug.cgi?id=189974 I am
concluding there is no bug in mailx which is checking the contents and seeing
non text characters and marking it binary and making it an attachment.
Wouldn't that mean there is still a bug in logdigest for sending non text
characters (and maybe others, i.e.mysql)? IOW, Isn't the only way to get back
to 10.1 behavior is to either break mailx by editing /etc/mail.rc or making
logdigest not send non text characters?
