[Bug 214863] missing <IfModule> in /etc/apache2/server-tuning.conf and a strange apache exit

We'll have to investigate whether logrotate is working as designed, or
whether it should serialize the script calls, and think about some way
to synchronize rcapache2 runs.
I don't like the multiple reloads anyway, that logrotate does...
