[Bug 212483] One failed package during installation aborts entire install

Trust me, it's the same bug, caused by the same issue, and it has nothing to do
with signatures.
It's the general inability to skip/ignore packages which failed the consistency
check, and a broken signature is just one specific way to trigger this. There
are other ways, like hardware problems, and there needs to be a way around this
not to break the entire installation.
