One is open for subscription and has an archive and the other one not.
maintenance@ seemed to be open for subscription too (at least, it didn't tell me my subscription is waiting for moderation). And opensuse-maintenance@ has archives, but there were no posts there: it just looks dead. Which is where it's getting confusing for me :-)

Yes that was the reasoning. maintenance@ is the address that you CC in bugs and stuff like that. opensuse-maintenance is about discussing the maintenance of opensuse.
