I dont know a lot about ngd vlan but I guess pre-scripts are too late for your 
case :)
The only option I know is exec=.... for linuxrc. That command will be executed 
in the context of the initrd after driver loading but it requires that you 
inject your scripts/modules/code into the initrd.
