hmm. That's a bug in the documentation. chroot scripts run before the first
reboot. Not after all packages are installed.

you have to change the directory layout from CDx to one directory with all
RPMs in it (like a DVD installation). Then all packages are installed
before the first reboot.

no but a post-script would run after all packages are installed. So maybe a
post-script is a solution for you.
If your script MUST run before the reboot, then you have to change the
layout of your installation server.
