I've done a little (ok, a LOT) more research into the problem, and I've while I haven't found a solution, I do have more information that might be useful.
The install seems to install packages out of the service pack 3 group, but fails with the ncurses error when it tries to install packages that are not in SP3. Neither ncurses, nor yast2-ncurses is in SP3.
I've mucked around with the order and instorder files, but that didn't help. If anyone has any insight, I'd be most appreciative.
