I believe it works to put it in the initrd. Then you can just point to it being at /bootconfig.txt or whatever.
To do this, you want to move the initrd directory somewhere, gunzip it (even though it doesn't have a .gz, it is gzipped), loop mount it, and then put the file in there. Then you can re-gzip it, move it back into the place, and burn your image.
