And did you try with the tag <devive> ?
<partitioning config:type="list">
<drive>
<device>/dev/sda</device>
<initialize config:type="boolean">true</initialize>
<partitions config:type="list">
<partition>
.....
</partition>
</partitions>
<use>all</use>
</drive>
</partitioning>
this should only use your sda disc.
