      The struct must be:

[..]
 <files config:type="list">
   <file>

<![CDATA[
DATA1
]]>

      PATH1
    </file>
    <file>

<![CDATA[
DATA2
]]>

      PATH2
    </file>
 </files>

The file_contents tags must be enclosed with file tags for every file.
Your stuct has no file, but config_file tags {only one).
