Instead of defining a couple specific attributes, like sparkling or dotted lines in plymouth, I'd rather see some draft proposals on boot-to-login theming. (Personally, I'm using plymouth's text mode right now and strongly preferring it ;)

I prefer the default splashes to our splashes, as the -opensuse variants have always been synced to the default wallpaper. Once you move away from the default wallpaper, those themed splashes don't correlate anymore. If we move forward with the uniform boot process, and identify the splashes there, then *maybe* I'd agree with theming them.
