11.4 was the first release with community driven artwork, and the process was 
not very smooth or organized as you might remember. So there's not really any 
well established procedure or workflow.

But iirc for 11.4 Sirko started the work building on a general design (a 
wallpaper?) that someone else had originally made, and in the end Javier took 
care of business to get everything done at the last minute.

So it would probably be good to start early this time and get more people 
involved if possible :-)
