IMHO, there are several reasons:

1) A sane default for every display
You know, there are many different displays out there, coming in
different sizes and different resolutions. The default size has to be
something that is not too large on a 15"-Display with 1024x768
resolution and not too small on a 10"-Display with the same resolution.

2) Not everyone has _your_ eyes
Not to say that your eyes are particularly good or others' eyes are bad,
but still there is the issue of finding a sane default that can please
most people -- even those with a rather bad vision. Like me without
glasses or contacts ;-)

Maybe there are more, but these are the first that come to mind.

Maybe it's too easy (a well-known GNOME problem -- sometimes it's too
easy):
- You have the stretch icon option from context menu for single icons.
- You can set the default sizes for all icons in Nautilus' preferences.
