Yes.

This is definitely part of gcc-fortran, you can see that with

# rpm -ql gcc-fortran
[...]
/usr/lib64/libgfortran.so.0
[...]

Part of tcl-8.4.11-2,

/usr/lib64/libtcl8.4.so
