I have an Asus with the same chipset and the same CPU and it runs at 800/2000 as expected.
Then it isn't the same CPU. The CG-Stepping CPUs are running at 1GHz in low power state, not at 800MHz. Your CPU is a Clawhammer (AP) C0-Stepping, mine is a Newcastle (AX) with CG-Stepping
I had to enable "AMD Cool'N'Quiet" in the BIOS though.
