That's mainly because a lot of boxes need ACPI to boot and Safe Mode turns it off.
HUH?!?!? I've spent hours finding that SLES requires ACPI to be turned *OFF* for many motherboards I've tried it on (and having to edit the Grub menu list on many customer's systems to add "acpi=off". I haven't found a single one that would not boot with "acpi=off". Asus SK8N, MSI-9131, AMD Melody, AMD Solo, AMD Serenade, AMD Quartet. Which Opteron boards are you finding require ACPI to be on?
All the above systems - with the exception of Asus SK8N - work since day 1 with acpi enabled without any problems for us. Why does it fail for you? Where are your bug reports that one of the AMD prototype systems needs "acpi=off"?
