As the wiki said clearly : (obviously with your real email address ;))

I don't know but you can should find the result in ~.gitconfig
and mine didn't have quotes in it
cat .gitconfig
[user]
        name = Bruno Friedmann
        email = bruno.friedmann@xxxxxxxxxxxx
        signingkey = C4653227

Mainly the quotes are used in command line to avoid the command to believe it's 
another parameter.
and mainly an email can't contain a space

What would you like to change ? Every step describe in wiki, are the same as 
your mail, isn't it ?
