[webui] Set z-index of login-form to 3 (issue#1616)
OBS css is setting z-index values in a couple of places. One of those is
the view_files pages. This was causing conflicts with our login widget (login
button wasn't clickable).
Giving the ui widget a higher priority than the view files content fixes the
issue without changing the view files ui / z-index. For whatever reason those
were set...
