I think a majority of TW users use "--no-recommends", but we can announce on -factory what packages we recommend to install.
I also filed a Bugzilla request because I was suggested to do so on Discord: https://bugzilla.suse.com/show_bug.cgi?id=1112889 I don't know how useful this report is as the pattern is maintained in X11:xfce. Thus I believe it's up to you and the other maintainers to make the call on its changes.

Don't. Just announce on factory what you are going to do: "I'll submit an updated xfce-patterns package, with these changes...". Don't request discussion (people will discuss anyway ;-)), but just state it as fact. If a discussion starts, we can see what we can take from that, if not just go ahead with your changes. Then submit your changes in OBS and I and / or Takashi will review them (note: I'm on vacation next week, so my latency will be high) and accept them.
