On an unloaded system, 100% idle sounds about right. But when running top, the system isn't idle. How much resource top takes depends on your machine - the better the CPU the less of a load top will put on it. Depending on why you want to know, the answer is probably to run "vmstat 10 2", which will tell you, amongst other things, the amount of idle time the CPU had over 10 seconds. The figure you want will be the last number on the second line, but bear in mind that vmstat itself takes CPU resources.
