Short answer: no. Long answer: rsync depends on having rsync available on both server and client machines. The server does not have to be running rsyncd (i.e. rsync as a service) for you to use rsync but rsync must be available and you must can log in in some way (ssh is the most obvious). If you have only ftp available then you can't use rsync. rsync is generally more efficient than ftp because it compresses files and only transfers what you need. It is particularly effective when you are updating small chnages to many files.
