I have searched the archives and the web and I can't find an answer to this. I seem to have lost the capability to switch users, and I don't know why. The executable is called kcontrol, yes we are indeed talking about the same thing.
I tried kde resources. All that is there is:
It should be kde-components (sorry).

Check /etc/X11/xdm/Xservers. I had to upgrade a BUNCH of kde3.3.2 RPMs to 3.4, rebooted, and now I have Kmail 1.8 and KDE 3.4 menus, they are all new and different. the login screen has been redone, so has the switch-user menu.
