Just a suggestion, but you could use something like pureftpd and a database
as your user authentication backend and create the queries so that time is
also taken into consideration (do a WHERE on now() and some additional
database columns)

You might think twice about that. Consider the case someone started a download, it takes longer than expected, and at the hour you shoo him out. Ah, good :-) That makes me wonder if there is a way to tell the ftp server to throttle bandwidth, either globally or per user :-? Just curiosity.
