Not sure in what context you are asking the question. If you are talking about a
file extension or file type, then csv = comma separated values.

It stands for "current version system" (or was it source). Anyway, it's the repository for package/program development. You'll find a lot of alpha and beta projects, and they also have the next versions considered for upgrade (e.g. version 1.0 is out and the 1.1 is in the CVS repository). There are some advantages to this. In the case of SoundBlaster Live drivers - the released versions are for the 2.2.x kernel (just a bit out of date?!) but the CVS will have drivers that are for the 2.4.x kernel and have more features. It is there because it's not an official release (Creative Labs likes to sit on these things - half hearted support). This is just used as an example of the CVS. I would suggest that if you use this that you know exactly what it is you want to download and install. Otherwise, you can install a package that isn't working the way you want it to.
