No, it means that an ICMP package could not be sent to the destination. Furthermore you get the result that the entire network can't be reached. If you want to know if a mailserver is online and reachable I suggest you use "telnet hostname 25". When the server is online you will get the smtp banner of the server. If you have a residential ip it is possible that your provider does not allow you to connect to port 25 of any host unless it is the mailserver of your provider. -- Sandy List replies only please! No, "Network is unreachable" is a routing problem, which indicates the path is not available.
