Solution 1, obviously. Why don't you have that library from packman already? I don't know. This is a fresh install and I never tried any multimedia with it prior to this. What I did was install nox first and dragged down its dependencies and then did vlc and it worked. To be clear, packman.links2linux.de is the primary Packman repo from which others mirror. It is often the case that the primary mirror is not in a usable state. Typically, using a specific mirror, such as gwdg.de, is a good workaround for main mirror foibles. Often it's easier just to wait. Try again in a few minutes. If no improvement, wait a few hours, or until the next day. Switching mirrors can be rather simple. By keeping a separate .repo file for each potential mirror under some non-.repo name in /etc/zypp/repos.d/, switching can be as simple as copying an other-named file to Packman.repo, then repeating whatever package processing was failing. Getting fully functional VLC is easiest if not installing it or anything it depends on prior to enabling a Packman repo. it happen sometime with packman, when a mirror is not upto date, often works sometime after but i find YaST easier to see what version is installed, you then can go to vlc-nox see it... it happen sometime with packman, when a mirror is not upto date, often works sometime after

The same thing goes for gstreamer packages, such as gstreamer-plugins-good and gstreamer-plugins-base. You may end up with problems if you mix and match packages from packman and for instance the openSUSE OSS repo (of your openSUSE version, e.g., Leap).
