Solved. The cups.conf was edited under <locations /> section. Only localhost ip addresses 127.0.0.1 and 127.0.0.2 were allowd access while the rest of the addresses were denied the service. After allowing my local network addresses, CUPS worked fine.

The server appears to be correctly configured. Using the web server configuration tool, the printer is shown as running. A test page prints cleanly.
An extract of the web page is :

On PC2 running client only, Yast 2 was used to setup a printer. The CUPS screen comes up. The parameters entered are :
Server Name : 192.168.1.1.
Pressing "Test remote IPP access" returns "Printer server is accessible". After this, the "Finish" button was pressed. A dialog box confirms the new configuration was stored successfully.
However, an attempt to print from any application displays a message "An error occurred while retrieving the printer list. The IPP request failed for an unknown reason.
Can anyone assist?
