I think my scanner which is connected via the USB and which worked under 8.0 and 8.1 and cannot be installed under 8.2 is also suffering from USB inconsistencies in 8.2. Have no other USB devices so I cannot check (I assume) whether the USB connection is set up. When I read one of the other posts saying they tried 'rchotplug start' , it finally dawned on me that I didn't have to keep unplugging and plugging the device before it was recognized by usb (duh...which way did he go George?). So, as a test, I rebooted, and sure enough, my webcam wasn't recognized, so I tried the 'rchotplug start' thing in a console. Took two times before it was recognized. So for me, this is no problem, just a few extra seconds out of the day...no big deal. I'd say just keep trying that command in a konsole until it (your scanner) is recognized with the telltale 'beep' or two.
