The saved session may resolve the ktorrent problem (I am using Gnome) but the KDETV problem is a boot issue, long before any user gets logged in.

This is something I have seen before on several platforms including XP. More than likely the TV card is outputting audio to the sound input which will send it on to the speakers, In my case I have heard TV sound on systems with Hauppauge TV and Nvidia cinema cards. This may be a quirk you'll have to live with or find a HW workaround.
Interesting. Thanks. My card is an ATI All-In-Wonder. Didn't do it when it was a Windows box. Probably will have to live with it, as I said, a minor annoyance. Clint

Check with the TV package you are using. There is usually a 'mute on exit' option that will take care of this. Windows does it by default otherwise you'd have the same issue there. xawtv and motv have this option as well as kdetv IIRC. Stan
