In Australia, we usually compare prices at http://bc.whirlpool.net.au/bc-plan.cfm Please note that most plans are capped, meaning that you might get 20gb worth of download per month, then they either charge you extra per MB or your speed is reduced to modem speed.

Which countries are you interested in? Here in the UK, I pay £24 p/m for a 24mbit down, 1.3mbit up uncapped DSL connection. In South Africa I paid about that much just for line rental on a 192kbit down, 64kbit up ADSL. Add onto that about £5 per GB in ISP fees. In Australia I pay AUD60.00 per month for ADSL 2/+ - AUD60 == USD72 24000k/1000k for monthly 18GB. Does the contention ration stay the same though? In the early days of ADSL in South Africa, once you got capped, your local traffic was left as is (so you can browse local sites without any problems) but your international access were switched to a single 64kbit line that you shared with *all* the other capped ADSL users. If you happened to hit your cap in the first few days of the month it was usable, but even after the first week it just wasn't worth trying. Nowadays, as far as I know, they just cut you off when you hit your cap - not sure, after the last time I moved house the phone company never pitched to install my line until two days before I moved to the UK. I pay about $45 (CDN) for cable modem access. Bandwidth is 6 Mb down and 800K up. Germany: 16MBit down, 1Mbit up, unlimitet traffic, dynamic IP, changing every 24h, fast-path, non customer restricted smtp-relay, webspace 50mb with unrestricted traffic but only few rudimentary tools, unrestricted VOIP connections Europe wide. Fix price: 39 EUR /month For that price I'm just missing either a static IP or a root server included. In the Netherlands I had Cable 12.500 Mbit down, 1050 Kbit up for 80 Euro/month. You can also get ADSL2 with speeds up to 20 Mbit down and still (last I checked) 1050 kbit up. They're cheap allright, but not that cheap. You have to pay € 20,= / month membership fee and on top of that a certain amount for every service you take: - internet 15,95 - RTV 13,95 - phone 9,50 So if you'd take only internet that would cost you 35,95 a month, which isn't so bad. These "more flexible pricing policies" would mean that some protocols would cost more or be prohibited (e.g., VoIP*) and that some customers (perhaps those who say the "wrong" things) would be charged more than others for the same amount of bandwidth, effectively throttling down 'inconvenient'** speech. One argument which needs to be dispelled then is that inequitable pricing is required for US BBPs' technical and economic viability. The information you have provided has effectively done that.
