The unclear part of your question is do you want a Digital or Analog tuner? There is no shortage of either, especially the Analog, with the US and Europe converting to Digital, these older tuners are becoming cheap on the second hand market.

We have this French-made instrument that outputs video via a PAL-formatted coax feed and that's one of the things we need to interface with. According to the specs it has: Video output: Composite and Y/C And looking up Y/C my guess is it is S-Video. That is correct, so you wouldn't need a tuner. You need something that can work with that video signal. Search on video capture cards and see what turns up.

Actually, that is incorrect. Analog *BROADCAST* signals are disappearing; if you have cable service locally, it will continue analog broadcast for some time. If you have Satellite, you could also use analog video-in or even NTSC/PAL [assuming the EU is similar]. Many cable operators are in the process of switching to digital only too. On mine, many channels are available only on digital and new subscribers can only get digital service. I have two TVs here. One a HDTV set is connected to a PVR and the other, an old analog set is connected to a converter, via S-video cable. The only thing I have that still relies on an analog signal is a VCR. It connects to the TV via composite video cable.
Of course, digital signals are much higher resolution, but analog tuners will still be usable for many years [and get cheaper by the day] if you have a non-broadcast source.
Quite so, but analog sources, used by most people, are going away fast. That is the general direction that they're heading. As I mentioned in another note, my cable provider will only sell digital service to new subscribers and many channels are only available on digital As some point, they'll likely kill analog entirely. As I remember they are based on the 50 HZ (Europe) and 60 HZ (USA) I also will remind everyone that the USA on June 12 (as I remember) will shut off all NTSC (analog) Xmit. and go to ATSC (Digital) Xmit.
