it needs python-devel package to work. i found that out when reinstalling using source file, not rpm.
Then you sould make a bug report against the fail2ban package stating such as the rpm should provide a route to or complain about the missing dependency.

The real fix would be to check from the init script if the existing socket is still in use (lsof?) and to remove the stale socket if that's not the case. According to an old mail exchnage with Detlef he supposed fixed this end of December 2008 for the packages provided by packman. Looks like there is a fail2ban available from the http://software.opensuse.org/search too maintained by Leonardo. Might be more effective to join the efforts.
