I know people on the TUG (TeX Users Group) board and I have been informed TeX Live 17 is coming out in June of this year. So, for future reference, it might be good to ask the upstream TeX Live developers to get this package distributed. Then it can be added to the openSUSE texlive package when it's updated. There is a process to go through for installing LaTeX packages into system locations, but I highly recommend against doing so because future updates might clobber them. What you can do is run latex on the provided DTX file (a lot of LaTeX packages provide DTX files for installation, anyway) and store the files in a shared location, then update the TeX variable TEXINPUTS. There are other methods that will work, but so much as changed with TeX Live since I last worked with it in 2004, I am no longer sure what the recommended approaches are. Actually, I used teTeX, not TeX Live, but since that time, the two have been merged, or teTeX was abandoned (not sure which).
