Is there software that will change the boundaries of a ReiserFS
partition, making it smaller (all while preserving the contents of that
partition) and produce a new ReiserFS partition in the space after the
reduced partition?

difference between 8.0 and 8.1 in this respect
I just read the man entry for resize_reiserfs. It says nothing about
the files on the partition to be resized. Are these files safe (will
they be re-established in the smaller version of the partition)?

Even if they were safe, I'd still do a backup of them to cd and other machines on the lan before the resize. Just thinking out loud as I'm sure that you'll have the bu already.
If you are unable to recover your data with the Reiser utilities, you may be able (for $$$) get an outside company to recover your data. Be very careful of this. These companies are not cheap, but they do a good job of recovering data from damaged media. Don't go to a local computer store for this.
