To enable you to telnet in from another machine there is an option that needs to be set in Yast. I am not sure where abouts it is but the options says something like 'Allow telnet from root' Once this option is enabled you will be able to sign on as root without using SU.
You can (provided telnet is enabled) telnet as a user and do 'su -' to become root. But this is called subversion of system security. Telnet should be deprecated, and ssh used instead of it.

It's ROOT_LOGIN_REMOTE which must be set to "yes". Don't do it manually. Use YaST instead. Henning -- H.
