QT libraries are available for windows too, but as default those are not intalled, and I am not sure how good the windows port is.. P_s

No, Qt is a toolkit. You're asking for a full cross compile environment with target platform headers, libraries and goodness knows what else. I don't think such a thing exists. --

Who by? GCC can cross compile and produce code for a different CPU, but not for a completely different environment.
Actually that is possible, look for example at http://www.mingw.org/mingwfaq.shtml#faq-cross I'm not sure about linking against QT though.
