It's RPM, which emitted this message; RPM has its home @redhat.com and
Red Hat is kind enough to run the RPM mailinglist, too.

Please, try to install/update the mininal system (base system) first;
then start the system again and fetch all needed packages -- install
these fetched packages from a local device.
Do you try to install per through a proxy server? If yes, is it a real
FTP proxy server? Otherwise it does not work; per FTP through an HTTP
proxy is not implemented.
