Not sure where you are getting '^FROM_' from. There is a special expression ^TO_ that matches To:, Cc:, and Resent-To:, but I have never seen ^FROM_ used. Try something like this, from the procmailex man page: :0 * ^From:.*postmaster $MAILDIR/inbox/test/.
