I can't say for sure (I'm a newbie) but I think 7.0 is glibc2.1 and I know that 7.1 is glibc2.2. If it were the otherway around it might be ok.  But I'll bet that the 7.1 packs won't work in 7.0 because of the lib differences.

I run SuSE 7.0 and I think I am right in saying that you cannot continue to use ppp-2.3.11-143 with a 2.4 kernel - certainly not with a vanilla kernel anyway - I do not know about SuSE kernel.  Although the change was supposed to be effective from kernel 2.4.0 it was, in fact, still possible to use ppp-2.3.11-143, with that version.  However the position definitely changed with kernel 2.4.2.

If you look at the Changes document that comes with the kernel you will see the explanation and the url to get the current ppp (ftp://linuxcare.com.au/pub/ppp).

I am no expert, but before I was able to get it working I also had to make some changes to modules.conf (explained in the ppp docs as I recall) and to my wvdial setup because of password problems.

Wiser folk on this list probably have better answers, but this may point you in the right direction until the cavalry arrives.
