Maybe related to SELinux (http://subversion.tigris.org/faq.html#reposperms)
I was under the 11.0 for this svn up so SELinux does not seems to be the problem. At least on the client side. I think it is a server issue. Some days ago it was very slow for me when I tried to check in "large" files such as the so-called memory files.
