Hello. If there is no Japanese coordinator you can simply start translating applications or YaST modules what you use and want to translate. You probably read http://en.opensuse.org/OpenSUSE_Localization_Guide already. Download po files of your language from svn. Guide is at page http://developer.novell.com/wiki/index.php/Suse-i18n-downloads . Translate them and you commit them back. But you have to ask for commit permissions first.
