All I want to do is lock down the ftp server so it can't be hacked and nasty things not get stored on it. I don't want it to be too complex, just simple and easy, yet at the same time secure and stable. How about WebDAV over https? This is much more secure than FTP.

If you want use the server only internal, you can make a ssh tunnel. WebDAV is as simple or as hard to sut up as FTP. As long as you know what you are doing. If you don't, ask :-)
