I use ext3 with quota turned on and don't have this issue. Maybe another upcoming kernelproblem with reiserfs? Maybe you have to change options for reiserfs to speed it up (decreasing file consistency). I don't recommend reiserfs, but it depends on the user/admin which fs he likes. Did you install the YOU updates? 9.3 had an issue with slow access to / partitions (but IIRC not related to quota). A workaround would be to mount with "noatime", but I would recommend to install the YOU updates (and, in this case, reboot).
