The answer is on the dhcp faq at http://arsinfo.cit.buffalo.edu/FAQ/faq.cgi?pkg=ISC%20DHCP&cat=Messages%2fErrors%2fEtc#133 do you have a winnt ras near you ? they create these entries when requesting ips for dial-up clients, IIRC
