Look for "Default Engine Clock" in your Xorg log. The range isn't really known. There is a table in AtomBIOS that describes a set of values for engine and memory clock, but this is not used. On the two machines I have access to, default/2 is already far below that's specified in those tables. There should probably be a warning saying do not set LowPowerModeEngineClock value unless one understands what one is doing.
