10.10.10.254 is the ftp-proxy server, 10.10.10.59 is the ftp server (proftpd). The FIN packet is originating from the ftp-proxy server, definitely no FIN came from either the ftp client or server side.
Any idea why this would be happening? This is a very old version of ftp-proxy (1.5) we might be able to upgrade it if this is an issue fixed in later versions.
I saw exactly the same symptoms recently and upgrading to version 1.9 did
solve the problems.

Recently I had a problem where ftp-proxy was closing the connection long before it's configured timeout. An upgrade from 1.5 to 1.9 solved the problem. Today I have the flu and feel rather like I have a truck on top of my body. When I came to my computer I found the following email in my Drafts folder and thought it was an email from the proxy-suite list, I followed up to my own draft :-( Anyway to complete the story an upgrade fixed the problem and here is a complete copy of my never-sent-to-the-list draft:

We're having problems with an ftp-proxy server that times out connections much more quickly than it should. We've set the timeout to 1800 seconds but the connection often closes in 2-3 minutes, occassionally as short as 4-5 seconds. Here are the packets that appear to be closing the connection:
