According to an e-mail sent out to SUSE customers form Nils Brauckmann, yes.
How does this affect us?
The announcement is about 12 hours old, I don't think anyone could even be expected to know the answer to that question. From Nils' e-mail, it's "business as usual" for SUSE (as it should be in such a circumstance). Given that there are shareholders involved on the Micro Focus side (they're a public company traded on the London Stock Exchange), it's hard to even say that it's a done deal at this point. If anything's going to change, it'll only be after the deal closes in November. Legally, companies undergoing M&A talks *can't* do a lot until the deal is completed.
