I would say it is. However, it is rather apparent that this is not well known. At oSC 11 we had a room full of people at the "What to improve session" and no one knew about the counter in the footer,
or this summary page. Now what we need is a setup that links the "main (english)" page to the translated pages and indicates whether or not the translated page is up to date. I'll update the wiki accordingly, although I am not sure setting up the link stuff is a suitable task for GCI. So we should probably link Special:PopularPages somewhere on http://languages.opensuse.org/Help:Translation and define hown many of the top ranked pages need to get translated.
Now what we need is a setup that links the "main (english)" page to the translated pages and indicates whether or not the translated page is up to date.
A language link (will appear in the left sidebar) is done for example with: [[pl:Help:Translation]] To automatically display if a translated page is up-to-date would presume that the english page is the reference. I don't know a solution to that, probably we should investigate how wikipedia does that, as they have a similar multi-language setup. We said that we don't want to limit the language teams in this way. They need to use the concept (structure, navigation, styling, QA) but are otherwise free to do as they please.

Well, the "free as they please" approach is leading to paralysis by choice. Just because we point out which pages are the most viewed and which pages therefore should be translated as priority based on page views does not mean the translator is not free to translate whatever they want. However, having the information provides a guide for those who are not certain about where to start.

Yes, understood, as anyone could add a new page with relevant information in any language. Thus the cross linking has to be general. For example when I am on the english wiki I need to see the availability of the page in other languages, and when I am on the german wiki I need to see the same information (including a link to the english page if it exists). What this means with respect to an "up to date indicator" is not clear to me at this point, but maybe we can find a solution to this problem at some point in the future. The "up to date" indicator is definitely independent of the cross links.
